Identify the issuer and legal route
Read the heading, issuer, legislation or contractual wording, payment instructions and appeal information. A notice from a private operator is not the same as a penalty issued by a council or another public authority.

Preserve the complete notice
Keep the front and back of every notice, envelope, photographs, online case screenshots and correspondence. Record the issue date, alleged event, date received and any later notice.

Separate keeper, owner and driver issues

Prepare a concise evidence-led challenge
