Parking tickets: private parking charges and council penalties are different

The first question is not whether a ticket feels unfair. It is whether the notice is a private contractual charge, a local-authority penalty or another statutory notice, because the available representations and appeal body depend on that classification.

Preserve the complete notice

Keep the front and back of every notice, envelope, photographs, online case screenshots and correspondence. Record the issue date, alleged event, date received and any later notice.

Do not ignore formal notices. Escalation may change the amount and procedure, and later routes may be narrower than the original appeal.

Prepare a concise evidence-led challenge

State the notice number, vehicle, date, location, decision requested and numbered grounds. Link each ground to a photograph, receipt, permit, witness or official requirement.

Remove copied grounds that do not apply. A shorter accurate challenge is stronger than a collection of generic objections from unrelated cases.
